To assure the efficient preservation, protection and enhancement of the value and the amenities in the Perry Hall Farms Community, each community is subject to a Declaration of Covenants, Conditions and Restrictions (CC&Rs), enforced by an elected body, or Home Owner's Association (HOA). The HOA is made up of Meadows homeowners and is responsible for administering and enforcing the bylaws of the CC&Rs as well as to collect and disburse the community assessments. In short, the Meadows HOA is a small group of your neighbors volunteering to be tasked with assuring the maintenance and architectural standards of the community as a whole and ultimately the value of your home. Per the Association bylaws, the Board of Directors consists of an uneven number of not less than three (3) and no more than seven (7) persons. Members are generally elected for a term of one (1) year, but may be elected for terms of up to three (3) years; terms of office are January through December. Members are elected at the community's annual meeting, except in the event of a mid-term vacancy, in which case the vacancy will be filled by a vote of the majority of the remaining Directors. The Board of Directors meets regularly throughout the year. The Board typically hosts two semi-annual community meetings; one in October to present the proposed budget for the following year and to vote on nominations received for the Board; and one in April to present community updates and hear community concerns. (Please note, the Board is only required to meet once per year and host one community meeting annually.) Notice of each community meeting will be given to the Meadows community at least 10 days prior, via mail. Each scheduled meeting of the Board is open to members of the Meadows community; as space may be limited, please notify the Board with your intention to attend a Board meeting so that adequate accomodations can be made, as necessary.
President
The President shall be the chief executive officer of the Assocation. He shall preside at all meetings of the Members and of the Board. He shall have all of the general powers and duties which are usually vested in the office of president of a corporation, including but not limited to the power to appoint committees from among the Membership from time to time as he may, in his discretion, decide is appropriate to assist in the conduct of the affairs of the Association.
Vice President
The Vice President shall take the place of the President and perform his duties whenever the President shall be absent or unable to act. If neither the President nor the Vice President is able to act, the Board shall appoint some other member of the Board to do so on an interim basis. The Vice President shall also perform other such duties as shall from time to time be delegated to him by the Board of the Directors.
Secretary
The Secretary shall keep the minutes of all meetings of the Board and the minutes of all meetings of the Members of the Association; he shall have custody of the seal of the Association; he shall have charge of the Membership transfer books and papers as the Board may direct; and he shall, in general, perform all the duties incident to the office of Secretary.
Treasurer
The Treasurer shall have responsibility for Association funds and securities and shall be responible for keeping full and accurate accounts of all receipts and disbursements in books belonging to the Association. He shall be repsonsible for the deposit of all moneys and other valuable effects in the name, and to the credit, of the Association, in such depositories as may from time to time be designated by the Board. (The offices of Secretary and Treasurer may be held by the same person.)
