In general, homeowners may use or install antennas inside the attic space or otherwise fully concealed space within their dwelling or structure without application.  An Exterior Alteration Application is required for all external installations.  While the Telecommunications Act of 1996 allows small satellite dishes of one meter (3.28 feet) or less to be permitted, the HOA may regulate the placement and screening of such antennas, to assure the maintenance of the general community aesthetic.
